Language Access

Executive Order 13166, August 11, 2000, Issued by President William J. Clinton- Improving Access to Services for Persons with Limited English Proficiency. This Executive Order requires Federal agencies to examine the services they provide, identify any need for services to those with limited English proficiency (LEP), and develop and implement a system to provide those services so LEP persons can have meaningful access to them.

Diversity and Inclusion

Executive Order 13583, August 18, 2011, Issued by President Barack Obama – Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce. This Executive Order directs executive departments and agencies of the federal government “to develop and implement a more comprehensive, integrated, and strategic focus on diversity and inclusion as a key component of their human resource strategies.”

Executive Order 13562, December 27, 2010, Issued by President Barack Obama – Recruiting and Hiring Students and Recent Graduates. This Executive Order established new pathways for students and recent graduates to enter the federal workplace through a streamlined, transparent, and more uniform hiring process.

Executive Order 11478, May 28, 1998, Issued by President William J. Clinton – Equal Employment Opportunity in the Federal Government. This Executive Order prohibited discrimination in the competitive service of the federal civilian workforce on certain grounds.

Asian Americans and Pacific Islanders

Congressional Resolution, Pub. L. 95-419, 1978 – To commemorate Asian/Pacific American Heritage Week during the first week of each May.

Presidential Proclamation 4650, March 28, 1979, Issued by President Carter – Designated the week beginning May 4, 1979 as Asian/Pacific American Heritage Week.

Congressional Resolution, Pub.L. 101-283, 1990 – To expand Asian/Pacific American Heritage month from a week-long celebration to a month-long celebration.

Presidential Proclamation 6130, May 7, 1990, Issued by President George H.W. Bush – Designated May 1990 as the first Asian/Pacific American Heritage Month.

Congressional Resolution, Pub. L. 102-42 – Congressional Resolution, Pub. L. 102-42 - Passed unanimously by Congress and signed by President George W.W. Bush on May 14, 1991. Law requested that the President proclaim May, 1991 and May, 1992 as Asian/Pacific American Heritage Months.

Congressional Law, Pub. L. 102-450 – Permanently designated May of each year as Asian/Pacific American Heritage Month

Presidential Executive Order 3869, 1968, Issued by President Lyndon Johnson – Declared Hispanic Heritage Week.

Congressional Action, Pub. L. No. 100-402 and Presidential Proclamation, August 17,1988, Issued by President Ronald Reagan – Declared September 15 to October 15 as National Hispanic Heritage Month.

Sixteen-Point Federal Employment Plan, 1970, Issued by President Nixon – issued a comprehensive Plan aimed at increasing Hispanic representation in the Federal workforce. In 1973, the 16-point plan was renamed “Spanish-Speaking Program” to emphasize bilingual skills; and in 1978, the program was again renamed to what it is known as today, the “Hispanic Employment Program” (HEP).
