Customer Outreach Liaison

Alfreda Layne serves as an IC liaison COED. She serves as a resource to the NIH ICs on EEO, Diversity and Inclusion issues. During her 19 year career in the EEO field, Alfreda has provided guidance on Management Directive 715 compliance and the EEO complaints process, and has served as an EEO counselor. Ms. Layne was previously an EEO Specialist in the NIH Center for Information Technology (CIT). In that role, she served on a variety of trans-NIH committees and CIT Diversity subcommittees addressing employee-related issues as well as providing support in the development of minority outreach programs. She serves as an active member of Blacks in Government, Federally Employed Women, and the NIH Toastmasters. She also serves as a co-mediator with the US Department of Health and Human Services Shared Neutrals Mediation program. Ms. Layne received her Bachelor of Arts Degree in Social Work from Bluffton University.
